For Apple, the answer is simple: They value design over battery life. Increasing battery life means their device would have to become thicker and heavier. Apple definitely puts a high value on battery life, but design will always win out in Apple products if there's a choice between one or the other.
For Android devices, the reasons are as diverse as the Android ecosystem itself. Some are in the same camp as Apple and want a nicely designed device without extra bulk. Others are trying to reduce costs (i.e. the Nexus 4). Others just don't seem to make it a priority and prefer to focus on other features.
Battery technology is at a relative standstill compared to other tech and until there's a revolution in battery technology there just won't be enough competition to make battery life a priority. The Droid RAZR Maxx isn't popular enough to get other manufacturers to worry about that feature as market competition.
